Complexity Planning Workshop
9th January 10am-4pm 2023
The Care Review, Competition & Markets Authority, and most importantly the varied experiences of young people in unregistered accommodation, repeatedly highlight the huge challenge in identifying the right homes for young people with complex needs.
Registered children’s homes are increasingly reluctant to accept children with highly complex needs, particularly at short notice or in a crisis situation, for fear of jeopardising their Ofsted rating
Achieving this shift requires all agencies to understand and dismantle the blocks to responding to these young people’s needs in a complex jigsaw of sufficiency, workforce skills, assessment, provision and regulation.
In the South West Commissioners, Responsible Individuals and the Regulator are all determined to work effectively together to address this challenge and have agreed to a day conference to take out conversations further with a plan for practical steps across local authorities, providers and the regulator to make ‘hard to place’ possible.

10.00 – welcome and the current narrative and context in the Peninsula / wider SW from commissioner/provider perspectives
10.45 – the parameters of need discussed and defined
11.15 – assessment and potential management of risk
11.45 – Ofsted – providers taking a proactive / creative stance.
Q&A session – some pre-prepared / others on the day
12.45 – 1.30 – LUNCH
1.30 – 3pm – Joint working – workshop groups to explore :
- protocols / processes
- support
- standard referral documentation for high-risk / high-need children and young people
- enhanced monitoring processes
- costing mechanism
- taking a more common approach to risk, risk management, placement stability etc
3pm – Working break- feedback and discussion – plenary
4pm – CLOSE
